Tuuli Lindroos

I work at the intersection of cybersecurity, technology policy, and research — translating complex regulatory landscapes into strategic opportunities and driving EU-funded initiatives that shape how we secure our digital future.

My path has taken me from international negotiations at the Ministry for Foreign Affairs of Finland — representing the country at the EU, UN, and OSCE — to building F-Secure's external research portfolio from the ground up. Along the way I've lived and worked across cultures, including a formative exchange year in Tanzania that shaped how I think about global challenges.

I believe that good policy is built on genuine understanding, that sustainability and security are complementary goals, and that the best collaborations happen when people from different worlds — academia, industry, government — actually talk to each other.

Cyber Policy & Regulation

Deep knowledge of EU regulatory frameworks — AI Act, CRA, NIS2, DSA — and their practical implications for the cybersecurity industry. I translate policy into strategy.

Research & Funding

Managing a multi-million euro portfolio of Horizon Europe and Business Finland projects. From consortium building to grant management and stakeholder engagement.

International Affairs

Background in diplomacy and security policy, with hands-on experience in multilateral negotiations at the EU, UN, and OSCE levels. Fluent in Finnish and English.

Sustainability & ESG

Integrating sustainable principles into cybersecurity innovation and digital governance. Executive education in responsible business at Aalto and Turku School of Economics.

Stakeholder Engagement

Building bridges between policymakers, researchers, and industry. Experienced in representing organisations in public forums, conferences, and advocacy work.

Strategic Communication

From boardroom presentations to public speaking and thought leadership. Comfortable turning technical complexity into messages that resonate across audiences.

Security as a public good

Cybersecurity isn't just a technical problem — it's a societal one. Effective security requires the same kind of multilateral thinking we apply to climate or health. Policy and technology must evolve together.

The value of different worlds

My time in Tanzania taught me that the most useful perspectives come from the edges, not the centre. Living across cultures — in Africa, Southern Europe, the Nordics — has shaped how I understand complexity.

Sustainable innovation

Technology that doesn't consider its long-term footprint isn't truly innovative. I'm interested in how we build digital systems that are resilient, equitable, and responsible — not just efficient.

Continuous becoming

From diplomacy to tech policy, from academia to industry — I've always been drawn to reinvention. Sailing, sport, and travel are part of the same impulse: staying curious, staying uncomfortable enough to grow.

Following the wake

Some things are inherited not through words but through experience. I have been on sailboats since I was three weeks old — out on the Finnish archipelago with my father and grandfather, learning the sea long before I could name what I was learning.

As an adult, I wanted to go deeper. I recently started a formal sailing course — Inshore Navigation — to build the knowledge and skills that match the love for sailing I have carried my whole life.

The longer dream? A boat of my own. More pages to this logbook to follow.

Let's connect

Whether you're interested in research collaboration, policy discussions, or just want to exchange ideas — I'm always open to a good conversation.
